Water network: checks and exclusions

The water network review queue contains 28 records: 13 apparent duplicates, 5 entries with unresolved timestamps and 10 entries missing a required field. These groups are kept separate. None is included in the accepted total of 2,305.

A held entry is not treated as evidence of a service failure. It remains available for examination alongside its original source reference. If a correction is accepted, the register records what changed rather than silently replacing the earlier version.
